Russian fighter jet crashes outside Moscow, killing pilot: RIA

MOSCOW: A Russian Sukhoi Su-27 fighter jet crashed outside Moscow on Thursday killing its pilot, the RIA news agency quoted the Defence Ministry as saying.
The plane was returning to its base at the time and was not carrying weapons or ammunition, the ministry was cited as saying. The crash did not cause any serious damage on the ground, it said.
A Defence Ministry commission was reported to be already working at the crash site to try to determine what happened.

Peshawar, other cities stage protest demonstration against prolonged power outage

PESHAWAR: Low voltage and unbearable load-shedding of power supply in Peshawar, Nowshera and Charsadda has annoyed customers to a point that they could not longer held on to their anger and came out and blocked the roads in protest that cause serious issues for the commuters in this sweltering heat on Wednesday.
It all started right after the beginning of Ramazan forcing people to bring drinking water from far-off areas on motorcycles and trolleys due to shortage of water supply. Even the mosques were out of water since day 1 of Ramazan.
Besides link roads the main arteries like Bara road, Charsadda road and Kohat road were blocked by the protestors following the announcement made by the authorities of mosques on loudspeakers.
The protestors burnt tyres and threw stones on the vehicles leading a huge traffic jam on either sides of the road. Protestors continued to shout anti-government slogans throughout the whole protest.
Protestors did not only include the general public of these cities but also the Nazims and different political parties led the whole protest.
Talking to media persons, Awami National Party leader Khushdil Khan Advocate said that the federal government had promised to avoid load-shedding during Ramazan, especially at Sehr and Iftar times, but failed to fulfill its commitment.
People have been facing power outages and acute shortage of water; he said and added that in such a situation they could not remain silent.
The road was opened when police officials on behalf of Peshawar Electric Supply Company assured the protesters of solution to their demand.

Railways to increase its transport share up to 20 per cent

ISLAMABAD: In line with the government's vision 2025 for infrastructure development during the next ten years, Pakistan Railways is to undertake necessary steps to increase its share in the overall transport sector of Pakistan from four per cent to 20 per cent.
Ministry of Railways is in the process of preparing Railway Strategic Plan (RSP) to operationalise the targets set in the vision which would provide a long term frame work for Railway sector development, official sources in the Ministry of Railways told APP.
They said that ministry is taking new initiatives to improve performance of Pakistan Railways and achieve tangible results included improve availability of locomotives through special repair of existing locomotives and procurement of new locomotives.
“A comprehensive policy for disposal of surplus scrap has been introduced with the aim to improve financial through an open, fair and transparent process,” they added.
To a question, they said that economic corridor development and regional connectivity are important initiatives, which are expected to play vital role in national economic growth. They said that up-gradation of Mainline-1, transport and communications (ML1) and construction of dry port and cargo handling facility have been included, as Early Harvest Projects (EHP) under China-Pakistan Economic Corridor (CPEC) and preparatory work on these projects has been initiated on fast track basis.
Up-gradation of ML-II, ML-III and establishing new lines for linking Gwadar, Khunjrab has also been planned. Up-gradation of ML-III Quetta-Taftan Railway line is an important section of railway network in the context of regional connectivity with Europe through Iran and Turkey and tapping the mineral potential of Balochistan province of Pakistan, they added.
They said that Pakistan Railways has production facilities for assembling of locomotives and carriages at Risalpur and Islamabad, respectively. To run these facilities on modern lines the Ministry is seeking investment through various options. Various options for joint ventures can be explored in this area, they added.
They said a project for computerization of Railway land record has been initiated in order to harmonize the Railway land record with the record of all the provincial revenue departments.

Four ECP's members to retire on June 13

ISLAMABAD: Four incumbent members of the Election Commission of Pakistan (ECP) will retire on June 13 at the expiry of their five-year tenure.
The retiring members are Justice (retd) Roshan Esani (Sindh), Justice (retd) Riaz Kiyani (Punjab), Justice (retd) Fazalur Rehman (Balochistan) and Justice (retd) Shahzad Akbar Khan (Khyber Pakhtunkhwa).
The date of retirement of the ECP members is approaching fast but the consultations between the government and the opposition for the appointment of the new ones have not yet started. The leaders of the House (Prime Minister Nawaz Sharif) and the opposition (Syed Khursheed Shah) in the National Assembly have to play the key role in picking up the four ECP members. If they failed to evolve a consensus, the parliamentary committee will come into action to decide the appointments.
According to Article 13-A and B of the Constitution, the prime minister is bound to send three names from each province to a 12- member Parliamentary Committee which will pick one name for appointment as ECP member from the respective province.
The parliamentary committee must have equal representation of opposition and government legislators, eight MNAs and four senators. It may be mentioned that the retiring members were appointed in June 2011 for a five-year term after consultations between the government and the opposition parties according to the procedure as per 18th Constitutional Amendment.
The parliament has recently passed the unanimous 22nd constitutional amendment for appointing ECP's members under the new procedure. According to 22nd amendment, even a technocrat can be appointed as CEC or ECP member now.
Under the amendment, no serving Supreme Court judge will serve as the acting CEC and the most senior ECP member in age will function as the acting CEC if at any time the office is vacant or the CEC is absent or is unable to perform his functions due to any other cause.
Moreover, out the four new members to be appointed now two would retire after two and a half years while the rest would complete five-year tenure. This procedure would be adopted to ensure that all posts of the ECP members do not fall vacant at same time in future.

‘I’m no genius and Tendulkar is’: Cook shrugs off comparisons

LONDON: England captain Alastair Cook insisted India batting great Sachin Tendulkar's all-time record for Test runs had yet to come into his sights even though he had surpassed one mark set by the 'Little Master'.
Cook became the 12th player in history to score 10,000 Test runs during England's nine-wicket win in the second Test against Sri Lanka at Durham to take an unassailable 2-0 lead in the three-match series ahead of Thursday's third Test at Lord's.
The left-handed opener was also the first Englishman to achieve the feat and, at 31 years and 157 days, the youngest to get to the landmark, breaking Tendulkar's record by more than five months.
Cook (10,042 runs in 128 Tests) is, however, nearly 6,000 runs short of retired star Tendulkar's record aggregate of 15,921 runs from 200 Tests.
The England skipper has 28 Test hundreds to his name, with his runs having come at an average of 47, whereas Tendulkar bowed out with a record 51 centuries at an average of nearly 54.
“Six thousand runs is a long way away,” Cook, speaking at Lord's, said Wednesday.
“It was set by an incredibly talented genius. I'm no genius and Tendulkar is, so that is a long way ahead.
“I want to play for England for as long as I can and at the moment I'm really enjoying it. I am really motivated and hungry and where that takes me who knows.”
Cook added: “I've never lived my life by saying where I want to get to publicly.
“In private you have a few goals you want to try and achieve, but at the moment a lot of my goals are very immediate with this England team and as a captain that takes me away from personal milestones as a batter.”
Nevertheless India hero Sunil Gavaskar, the first man to score 10,000 Test runs, said last week that Cook had it in him to set a new aggregate record for most Test runs because of his age and the fact that England play more games over the long format than many other nations.

Pink ball concerns

Following the Lord's finale against Sri Lanka, England are then at home to Pakistan in a four-Test series. England will then tour Bangladesh and India, where they will play a total of seven Tests.
None of those matches will be day/night contests.
Australia and New Zealand broke new ground with a day/night Test at the Adelaide Oval late last year and Cricket Australia have now confirmed another such match against South Africa, also in Adelaide, for November.
But with Ashes matches between England and Australia well supported, Cook said international cricket's oldest rivalry could stick with traditional hours.
“A lot of the games have really good attendances, and it's probably not a series where you need to do it exactly at this time,” he explained.
However, Cook also said: “My general view of day-night Tests is that they're definitely something cricket authorities need to keep looking at — because it's the way to keep the game moving with the times, making it more possible for spectators to come and watch.
“My issue with it is the quality of the pink ball (used under lights because the standard red one is deemed too hard to sight).
“No disrespect to the guys who make it — but on the two occasions I've played, it doesn't seem to behave the same way as the red ball.”
Cook said his concern was that day/night fixtures could, as things stand, be too often decided by the fate of the team batting at the 'wrong' time.
“It's one of the great things about Test cricket - sometimes the ball swings conventionally, sometimes it reverses.
“On my two occasions with the pink ball, it didn't do any of that - and then it nipped all over under twilight.
“The quality of the ball is vital. “

Four killed in shooting at Tel Aviv nightspot

TEL AVIV: Two Palestinians opened fire at a popular Tel Aviv nightspot near Israel's military headquarters on Wednesday, killing four people in one of the worst attacks in a months-long wave of violence.
The shooting spread panic, and video posted on social media showed a uniformed officer firing a handgun, though his target could not be seen.
Police said one of the attackers was arrested, while the other was wounded by gunfire and undergoing surgery.
Five people were wounded in addition to the four killed at the Sarona Market in Israel's commercial capital, police said.
Prime Minister Benjamin Netanyahu visited the scene of what he called the “cold-blooded terrorist murder” after returning from a trip to Moscow and conferred with senior colleagues, including newly installed defence minister Avigdor Lieberman, Netanyahu's office said in a statement early Thursday.
“We discussed a range of offensive and defensive steps which we shall take in order to act against this phenomenon,” it quoted the premier as saying.
“There will be intensive action by the police, the army and other security services, not just to catch every accomplice to this murder but also to prevent further incidents.”
Israeli authorities said the two attackers were cousins from the Hebron area in the occupied West Bank.
The market and complex of bars and restaurants is located across the street from Israel's defence ministry and main army headquarters.
The nighttime shooting led police to clear the area. Police said the wounded included those sitting at a coffee shop in the complex. The assailants' weapons had been retrieved, they said.
“We are talking here about a pretty serious terrorist incident,” Tel Aviv police chief Chico Edri told reporters.
“Of the two terrorists, one was arrested and the other wounded by gunfire,” he said.
“We do not know of another terrorist at large and so from our point of view people can return to their normal lives,” he added.
The nationalities and other details of the victims were not yet known.
A spokesman for Tel Aviv Mayor Ron Huldai quoted him as saying “we will not be able to put a policeman on every street corner”.
“The lone assailant can appear from any corner,” he said.
“That is the reality with which we have to live.”
Violence since October has killed at least 207 Palestinians, 28 Israelis, two Americans, an Eritrean and a Sudanese. Most of the Palestinians killed were carrying out knife, gun or car-ramming attacks, according to Israeli authorities.
Others were killed in clashes or by Israeli air strikes in the Gaza Strip.

Khawaja Asif's frustration over GHQ meeting reason for NA outburst, Aitzaz claims

ISLAMABAD: PPP Senator Aitzaz Ahsan claimed Defence Minister Khawaja Asif’s inappropriate language against Pakistan Tehreek-i-Insaf chief whip Shireen Mazari in the National Assembly (NA) on Wednesday was a result of his frustration following a meeting at the General Headquarters (GHQ) earlier this week.
Speaking exclusively to DawnNews, the senator was of the opinion that the meeting at GHQ, where top ministers were summoned and "sat like schoolchildren" was most astonishing.
"Ministers were never summoned in such a way to a meeting at the GHQ during the PPP government," he claimed.
Chief of Army Staff General Raheel Sharif convened a meeting termed "extraordinary" meeting on Tuesday with key ministers managing affairs in the Prime Minister's absence, including Finance Minister Ishaq Dar, Defence Minister Khawaja Asif, Adviser to the PM on Foreign Affairs Sartaj Aziz, PM’s Special Assistant Tariq Fatemi and Foreign Secretary Aizaz Chaudhry.
The first civil-military huddle on national security since Prime Minister Sharif left for London for his heart surgery was believed to have been prompted by some specific concerns even though a statement issued by the Inter-Services Public Relations said it was held for deliberations on “issues related to external and internal security situation of the country, including CPEC”.
The NA session on Wednesday was disrupted when opposition lawmakers, including PTI's Shireen Mazari, protested during Asif's speech on loadshedding during Ramazan.
Asif asked the speaker to "silence this tractor trolley" while pointing towards Mazari and referred to her voice as 'masculine'.
When Mazari protested and argued with the speaker, who was trying to blame opposition lawmakers for the ruckus, Asif said: "I am not going to apologise, they can do whatever they want."
Following the incident, the speaker ordered Asif's remarks against Mazari be expunged from the record.
