Efficacy of federal transfers and service delivery

PROVINCES are seeking a greater role in sales tax collection to trim dependence on uncertain and delayed federal resource transfers that, they say, compromises their capacity to achieve their socio-economic targets.
Expressing discomfort with the existing resource sharing arrangement, the economic hierarchy in Islamabad says it accommodates provinces at the cost of the federal government. They criticise sub-efficient utilisation of resources at the provincial level and dismiss the ‘delay in transfers excuse’ advanced for poor performance.
“Let’s judge provincial governments’ performance keeping in view the scale of new resources at their disposal now. It is not uniform across all provinces with smaller provinces lagging behind but the markers of health and education on social index have not improved sufficiently and in some cases (Sindh and Balochistan) these have even deteriorated”, remarked a senior member of Finance Minister Dar’s team.
“It is unfair but easy to blame others for own mistakes. Instead of trying to politicise the issue, the provincial governments need to build capacities to plug leakages, strive for optimal utilisation of resources, and improve the quality of life of people”, he added.
The federal transfers to the provincial governments have persistently been increasing since 2010, the year when the landmark seventh NFC award was signed.
In his Budget 2016-17 proposals, being debated in the National Assembly, the earmarked share of the provinces is up 15.3pc to Rs2,136bn from last year.
In his budget speech Finance Minister Ishaq Dar said “The gross revenue receipts for 2016-17 are estimated at Rs4,915bn against Rs4,332bn for 2015-16. The share of provincial governments, out of these taxes, will be Rs2136bn. Punjab stands to get Rs1,045bn, Sindh Rs547bn, KP Rs346.1bn (including 1pc for war on terror) and Balochistan Rs196.8bn in the new fiscal year of 2016-17”.
“The federal government recognises that the provincial governments have increased social responsibilities, and the federation is constantly raising the level of provincial transfers to enable them to improve the social services and law and order”, he added.
Some senior bureaucrats reached on the phone in Sindh articulated their position better than their counterparts in the other three provinces. Members of Dr Ayesha Ghaus’ team in Punjab were nervous and declined to share their opinion on the issue even informally, while members of KP and Balochistan financial team hierarchy were high in verbosity but low in content.
“The provincial finance teams are summoned to Islamabad every few months to be informed of under-performance of the FBR and the resultant squeeze on the targeted provincial shares. As the recurring expenditures are inflexible, the axe, inevitably falls on provincial development spending”, a key member of the Sindh government engaged in the budget exercise remarked over phone.
Commenting on the delay in the dispersal of funds by the federal government he said, “Out of Rs494bn revised share of Sindh, 20 days before the close of the current fiscal on June 30, Rs382bn have been transferred, with Rs112bn still outstanding”.
He said by efficiently managing the sales tax on services Sindh and Punjab have rebuffed baseless notions regarding the capacity of the provinces to handle the challenge. In the eighth NFC award “we intend to push for further fiscal decentralisation as heavy dependence of 80pc and above on federal transfers do not bode well for economic management at sub-federal level.
“In the other two provinces, the situation is tougher but the tax collection machinery is evolving and will certainly perform better than the federal set-up”, he argued.
KP Finance Minister Muzaffar Saeed was candid in his conversation on the phone. He was critical of centralisation that, he said, strengthened centripetal trends in federating units. Making a case for increasing KP’s share and higher transfers to the province, he said, his province took the brunt of terrorism that has left the infrastructure in a shambles and scared investors away despite the province’s rich resource base. “We need more resources to kick-start the provincial economy”.
With many members of the provincial ministry of finance nabbed for corruption recently and others interrogated for suspected links, officers in Balochistan were both scared and preoccupied with more pressing issues to entertain queries of journalists.
The provinces agreed on the formula for sharing the divisible pool under the seventh NFC award that assigns 82pc weight to population, 10.3pc to poverty and backwardness, 5pc to revenue collection/generation and 2.7pc for inverse population density. One per cent of the net proceeds of the divisible pool is assigned to KP to meet the expenses of the war on terror.
Under the award, the federal government had agreed to increase the province’s share of federal tax revenues from 46.5pc to 57.5pc. In conjunction with economic growth and inflation, the collective share of four provinces increased from Rs677bn in FY2010 to proposed Rs2.1tr for fiscal 2016-17.

ریاست فلوریڈا کے شہر آرلینڈو میں ہم جنس پرستوں کے لئے مخصوص نائٹ کلب میں فائرنگ کرنے والے افغان نژاد امریکی شہری عمر متین کے والد صدیق متین کا میڈیا سے بات کرتے کہنا تھا کہ اس افسوس ناک واقعے پر معذرت خواہ ہوں لیکن اس  کا مذہب سے کوئی تعلق نہیں جب کہ میں خود بھی نہیں جانتا تھا کہ عمر اس طرح کی کارروائی کرنے جارہاہے تاہم  اس وقت پوری امریکی قوم کی طرح وہ بھی صدمے سے دوچار ہیں۔
صدیق متین نے بتایا کہ کچھ دن پہلے ان کا بیٹا عمر اس وقت شدید غصے میں آگیا تھا جب اس نے میامی میں ہم جنس پرستوں کو بوس و کنار کرتے ہوئے دیکھاتو اس کو یہ حرکت انتہائی ناگوار گزری ۔
واضح رہے کہ  ریاست فلوریڈا کے شہر آرلینڈو میں ہم جنس پرستوں کے لئے مخصوص نائٹ کلب میں عمر متین کی فائرنگ کے نتیجے میں 50 افراد ہلاک اور 53 زخمی ہوگئے جب کہ پولیس کی جوابی کارروائی میں عمر متین بھی مارا گیا۔
THE falling solar energy installation cost is making it competitive to other sources of energy. In the first week of May, a solar developer company bid for Dubai Electricity for as little as 2.99 cents a kilowatt per hour to develop 800MW of solar power projects. This price is almost 50pc less than quoted in 2015.
If successful, the electricity generated from solar panels will be cheaper than that of the coal plant commissioned in Dubai last October.
In Pakistan, electricity demand is rapidly increasing at 8-10pc per annum. Solar energy is greatly unutilised in Pakistan, though the country has an abundant source of sunlight. With more than 3,500 hours of sunshine a year, the total solar energy per unit area in Pakistan is nearly three times higher than Germany, which has an installed capacity of 40,000MW.
With such a wealth of solar resource, Pakistan’s government has recently dedicated land to establish a 1000MW solar park. However, foreign response to this investment opportunity has not yet been forthcoming, in spite of being offered the highest tariff (14-15 cent / KWh till 2015) in the region with tax incentives, and the government’s guarantee to purchase electricity.
The question here is why are investors not willing to invest? While Pakistan’s credit rating has improved and its risk spread has reduced from 1011 basis points in 2013 to 461 basis points in 2015; it still has a higher financing cost compared to other places like Dubai. Cost of financing in Dubai is minimal with no land lease charges, which substantially reduces the overall project development cost. On the contrary, the tariff offered in Pakistan offsets both financing and project development costs.

An investor who is interested in setting up a solar power plant has to deal with multiple regulatory bodies. The investors have to work with provincial governments as well as the Alternate Energy Development Board (AEDB) to carry out a grid interconnection study and seek approval from the National Transmission and Dispatch Company (NTDC) or the distribution company. They need to carry out environmental studies, develop feasibility reports, apply for tariff and finalise the power purchase agreement with the buyer.
This entire process is cumbersome and time-consuming. With so many time-consuming stages a project turns unattractive by the time the approvals are obtained; or the project may never even be approved. To avoid such delays and to facilitate investments in renewable energy, investor-friendly policies need to be implemented. To save time and cost, the whole process can be structured to become a one-window operation.
To expedite things, one-window operation is needed to hold a bidding round for different sizes of power plants and offer different sites with solar data to investors. The entire specifications particular to a block should be provided before the bidding process. Investors could then make a bid based on the unit rate of electricity. Matters like dealing with NTDC, power purchaser and other stakeholders, the acquisition of land and security issues, should be dealt by the government. Multiple bidding rounds would ensure healthy competition and offer the lowest tariff for that area. This methodology would reduce time and ensure transparency in getting the best deal.
It is estimated that one in three Pakistani households do not have access to electricity. To address this power deficiency, solar power is believed to be the best off-grid generation solution, primarily for rural areas.
Setting up transmission grids over thousands of kilomettres in remote areas is difficult, time consuming and costly. In order to address the energy crisis the government should invite solar developers to set up a model solar village. Solar energy in these areas can also be used in the form of solar geysers for heating purposes. Other utilities include solar water pumps to operate tube-wells and solar street lights.
The global energy landscape is changing and Pakistan is lucky to be blessed with ample sunlight. Hydrocarbon makes two-thirds of Pakistan’s energy mix in comparison to less than 1pc of renewable energy (excluding hydel). It is indeed important for a country with over 200m of population to have more renewable energy.

ایکسپریس نیوز کے مطابق بنی گالا میں چیرمین پی ٹی آئی عمران خان کی زیرصدارت تحریک انصاف کا مشاورتی اجلاس ہوا جس میں وائس چیرمین شاہ محمود قریشی، پارٹی کے سیکریٹری اطلاعات نعیم الحق، فیصل جاوید، سینیٹر نعمان وزیر اور دیگر رہنماؤں نے شرکت کی۔ اس موقع پر پاناما لیکس پر بننے والی ٹی او آر کمیٹی کے حوالے سے تبادلہ خیال کیا گیا اور حزب اختلاف کی جماعتوں کے ساتھ مل کرآئندہ اجلاس کی تیاری پراتفاق رائے سے متعلق بات چیت کی گئی۔
اجلاس کے دوران شاہ محمود قریشی نے عمران خان کو ٹی او آرز کمیٹی کی اب تک کی پیش رفت سے آگاہ کیا اور کل ہونے والے اجلاس میں شرکت کرنے یا بائیکاٹ سے متعلق پارٹی چیرمین سے ہدایت مانگی جس پر عمران خان نے انہیں اپوزیشن کے ساتھ مل کر آئندہ کا لائحہ عمل تیار کرنے کی ہدایت کردی۔ شاہ محمود نے کہا کہ حکومت کی جانب سے حزب اختلاف میں  پھوٹ ڈالنے کی کوششیں  کامیاب نہیں ہوں گی جب کہ تحریک انصاف کوتنہا کرنے کی حکومتی خواہش سے بخوبی آگاہ ہیں، کل حزب اختلاف کے قائدین سے مشاورت کے بعدآئندہ کا لائحہ عمل مرتب کریں گے۔
شاہ محمود قریشی کا کہنا تھا کہ حکومت پاناما دستاویزات پر وزیراعظم اور ان کے اہلخانہ کا احتساب نہیں چاہتی اس لئے اب کمیٹی میں مزید رہنے کا کوئی فائدہ نہیں جب کہ  تحریک انصاف پانامہ لیکس پروسیع تراتفاقِ رائے سے لائحہ عمل کی تیاری چاہتی ہے، پانامہ لیکس کی آزادانہ اور شفاف تحقیقات کو منطقی انجام تک پہنچانے پر بھی مکمل اتفاق رائے موجود ہے۔
اس موقع پر چیئرمین تحریک انصاف عمران خان کا کہنا تھا کہ پاناما لیکس کا معاملہ دبانے کی حکومتی کوشش کامیاب نہیں ہونے دیں گے اور اگر اس معاملے پر کمیشن نہ بنا تو عید کے بعد سڑکوں پر آنے سے کوئی نہیں روک سکتا۔ انہوں نے کہا کہ حکومتی رویہ مایوس کن ہے جو احتساب سے بھاگ رہی ہے جب کہ حکومت ایک بار پھر شریف خاندان کی کرپشن اور ٹیکس چوری سے عوام کی توجہ ہٹانے میں ناکام ہوچکی ہے۔
واضح رہے کہ پاناما لیکس کی تحقیقات کے لئے ٹرمز آف ریفرنس طے کرنے کےلئے حکومت اور اپوزیشن ارکان پر مشتمل کمیٹی کے 7 اجلاس ہوچکے ہیں لیکن دونوں جانب سے ڈیڈ لاک برقرار ہے جب کہ کمیٹی کا آئندہ اجلاس منگل کو اسلام آباد میں ہوگا۔

آرلینڈو کے ہم جنس پرست کلب پر فائرنگ کرنے والے عمر متین صدیقی کے والدین کا تعلق افغانستان سے ہے اوراس کی عمر 29 سال تھی جو پورٹ سینٹ لوسی کا رہائشی تھا،وہ نیویارک میں پیدا ہوا اورنیو جرسی کی رہائشی خاتون سے شادی کی۔ عمر متین کے والد کا کہنا تھا کہ انہیں اپنے بیٹے کے ارادے کا علم نہیں تھا کہ وہ اس طرح کی کارروائی کرے گا تاہم اس کا مذہب سے کوئی تعلق نہیں، پوری امریکی قوم کی طرح میں بھی اس سانحے پر سوگوار ہوں۔
واضح رہے کہ آرلینڈو کے ہم جنس پرست نائٹ کلب پر عمر متیں کے فائرنگ کے نتیجے میں  50 افراد ہلاک اور50 سے زائد زخمی ہوگئے تھے۔

ORLANDO: A day before the Orlando, Florida nightclub massacre, Luis Vielma, 22, updated his Facebook profile with a picture of himself standing with young people in front of a Disney castle and a caption that read: "True friends who become family." By Sunday night, his profile was altered to "Remember Luis Vielma” after police confirmed he was among 50 people killed in the deadliest mass shooting in US history.

As authorities frantically tried to notify all the relatives, the Orlando Police Department began publishing the names of victims on a city website on Sunday afternoon.
Among them was Vielma, who worked part-time as a rides attendant at the Harry Potter and the Forbidden Journey theme park ride, while studying physical therapy at Seminole State College, according to his Facebook profile.
Others included Edward Sotomayor Jr., 34, Stanley Almodovar III, 23, Luis Omar Ocasio-Capo, 20, Juan Ramon Guerrero, 22, Eric Ivan Ortiz-Rivera, 36, and Peter O. Gonzalez-Cruz, 22.
Police killed the gunman, who was identified as Omar Mateen, 29, a New York-born Florida resident and US citizen who was the son of immigrants from Afghanistan, and officials were probing evidence suggesting the attack may have been inspired by Islamic State militants.
The sheer number of deaths appeared to overwhelm officials in Orlando, a city of 270,000 people. Orlando Police asked mourners to hold off on vigils as they were understaffed to police them.
"We understand our community is grieving and that vigils are being planned but PLEASE hold off on vigils ─ they represent a serious strain on our limited resources, which we need to dedicate to law enforcement and victims," the city posted on its official Twitter handle.
Neighbors of Stanley Almodovar III, a 23-year-old pharmacy technician, said his parents had recently moved back to Puerto Rico after his mother became ill with cancer. He was the youngest in the family.
The Facebook page for Almodovar III, of Clermont, Florida, was flooded with shocked tributes. "We'll miss you Stanley. You made an impact on everyone that you came around. A good person and friend," wrote Mark Nielsen of Deltona, Florida.
Images posted to Stanley's wall over the years showed him socializing with dozens of friends.
"I will always remember you," Jeannette Molina wrote. "Your beautiful personality and spirit."

Sotomayor Jr., a 34-year-old marketing manager at a Sarasota-based gay travel company, previously posted a photo of himself and former Florida Governor Charlie Christ on his Facebook page.
In an Instagram post published Sunday, RuPaul's Drag Race judge Michelle Visage called Sotomayor "a joy."
"I loved you on so many levels. You were SO SO special and will never be forgotten," she wrote. "I promise you that."
